2312383 - Diagnostics Agent fails with "Access denied by the managing system, while checking MMC - AS Java Process Table"

In Solution Manager - System Preparation step Connect Diagnostic Agents you can see error:

Access denied by the managing system, while checking MMC - AS Java Process Table - smdagent status become disconnected

Following error in SMDSystem log you can see:

Connecting to SMD server p4://<host>:8102 failed - error counter: 3826 - com.sap.engine.services.jndi.persistent.exceptions.NamingException: Exception while trying to get InitialContext.

[Root exception is com.sap.engine.interfaces.cross.DestinationException: Cannot establish connection with any of the available instances:

<host>:8102 Reason: java.net.UnknownHostException: <host>]
