2317074 - "timeout during allocate" when starting external programs

Symptom

An external program is to be started by SAP through an RFC destination (transaction SM59) of type "TCP/IP".

Performing a "connection test" in such destination returns a "timeout during allocate" error similar to the below.

This can occur, for example:

  • When performing transport operations (transaction STMS, destination "CALLTP_<Operating System>");
  • Executing tasks at the transaction DB13 (that use the destination "SAPXPG_DBDEST_<hostname>").
