2317724 - Restrict admins from adding new locale

Since 1605 release , admins have the ability to dd any locales they need to by serching addin the locale from references:

Login to LMS admin--> References--> Geography--> Locales
Add New--> Search for the locale--> Select and Save

However there might be scenarios where super admins do not want to provide the provision of adding locale to oter admins

Remove the workflow: Add Active Locale

Login to LMS admin--> System admin--> Security Roles
Search for the role that you want to make the changes in--> Remove the above mentioned workflow.

Admins will not be able to ad new locales.
