2317966 - Message server is not responding - Change Management Service (CMS) - Runtime System Configuration Wizard

Symptom

When using the Runtime System Configuration Wizard in Landscape Configurator of the Change Management Service (CMS) in NetWeaver Development Infrastructure (NWDI) The Host Name and HTTP Port of the Message Server are input, followed by pressing next to display the following dialog.

Message server is not responding. The definition of the runtime system can continue; however, it is important to be aware that this may cause problems during imports.

It has been verified that the message server is running and that the host name is correct.
