2318009 - Tax Payments Report Misstates Amount Range

When generating a Tax Payment Report for a defined payment range, e.g. from 100.00 to 200.00, the range is written on the report heading as

   Amount Greater than: 100
   Amount Less than: 200

but amounts equal to 100.00 and 200.00 are shown in the report.
