2318124 - Automatic license distribution to JAVA system fails with error "User not authorized"

Symptom

SAP Solution Manager gets the maintenance certificate from SAP Global Support Backbone successfully, but cannot distribute it to the JAVA managed system. License Management shows the following status:

Grey status.png

SMDAgentApplication log records the following error:

Error Operation Failed
[EXCEPTION]
com.sap.agent.application.globallicenseaudit.LicenseException: License Management - Failed to get access to the Licensing Service - System: <SID> - Root Cause: User not authorized.
