2318605 - Upgrading to SMP 3.0.10 and above leads to the Relay Server Outbound Enabler failing to connect(certificate issue)

• Upgrade the Relay Server Outbound Enabler(RSOE) version using the same certificate as part of the larger upgrade of SMP3.0 SP10 and above.
• After the upgrade the RSOE log shows:
