Symptom
On a SAP MaxDB(Version 7.8 or 7.9) or SAP liveCache(Version 7.9) running on Microsoft Windows operating system(either single server or MSCS Setup) which has set the database service startup type to 'Automatic':

In the event of a Windows restart or a MSCS Failover operation, you notice that the database does not start in ONLINE state.
Even trying to manually start the SAP MaxDB/liveCache service:
The database is not started in ONLINE state. Checking the database state with 'db_state' command, it can be seen in ADMIN state:
Checking the database Kernel Messages log('KnlMsg'), you can see the following error:
