2323342 - IRS rate for employees with handicapped dependents

The IRS rate for employees with dependents is not the expected one. PTX00 calculates the rate with one dependent less than expected. For example you have a handicapped dependent and you get the rate of the table T5P1P with column E (4Dependents) instead of F (5Dependents).
