2323926 - Territory rule no created using FM CRM_TERRMAN_MODIFY_RULE or CRM_TERRMAN_CREATE_RULE

Symptom

You are using FM CRM_TERRMAN_MODIFY_RULE  or CRM_TERRMAN_TERRITORY_CREATE to create territory rules. You do not get errors and entries seems to be correctly created in table CRMD_FDT_RULE but it does not appear on Web UI.
