2324280 - Create / Access Dynamic Role Error

Customer gets an application error message when navigating to Manage Organization, Pay and Job Structures and select Create New Dynamic Role.

Though Employee Central is enabled in the instance, no hris-element (including Job Information) is configured in the instance.
