Pay Component field drop down list is empty for One Time Deduction:

Reproducing the Issue
Navigate to Admin Center > Manage Data > Create New > Recurring Deduction
Pay Component drop down list is empty
Cause
Configuration Issue
Resolution
Navigate to Admin Center > Manage Organization, Pay and Job Structures > Select the Pay Component in question
Check the setting called “Recurring”
The Pay Component is set to “Yes” here, therefore they did not appear as options when trying to create a One Time Deduction. Please set the Recurring value to NO for the Pay Component to be treated as non-recurring
