2328283 - Issues with ST04 / DBACockpit after PTF update

• When using the new monitor (job DB4STATS running in subsystem QUSRWRK, profile parameter as4/dbmon/central_collector=1), you will always see 0 for the number of rows returned in queries, both in the overview screens and in Visual Explain.
• When using the old monitor (still the default for all shipped releases), transactions ST04 and DBACockpit have no data about SQL performance.
• The plan cache dump aborts with the below error in the joblog:
  
  SQL0407  Null values not allowed in column or variable QQARSS

Also, the following errors can be found in the RSDB4DBH log  (SM37 -> RSDB4DBH - > Job log)
