2328478 - Error in Import: DECFLOAT_DEC to BCD conversion

Symptom

The Software Provisioning Manager tool (SWPM, SAP note 1680045) stops the Import process, during a System Copy procedure, due to an error with package SAPKOCLUST:

ERROR: <date> <time> com.sap.inst.migmon.LoadTask run
Loading of 'SAPKOCLU' import package is interrupted with R3load error.
Process 'G:\usr\sap\<SID>\SYS\exe\uc\NTAMD64\R3load.exe -i SAPKOCLU.cmd -dbcodepage 4103 -l SAPKOCLU.log -stop_on_error -loadprocedure fast' exited with return code 2.
