Can a Recruiter in onboarding have permission to resent notifiation and reset user password?

How can I grant permission to resent notifiation and reset user password?

Onboarding Permission 

Password Reset 

In order to assign the password reset and notification resent permissions to a user, the user should be assigned HR Admin role.

See the screenshot below:

1. Edit user will give access to password reset

2. Edit Notification will give permission to resend a notification
