Starting January 1st, 2021, your instance refresh quota gets reset to two per tenant per year.

Refresh Entitlement will be available only starting January 1st, 2021.Every company is entitled with two refreshes per tenant for a calendar year. For example, if your company has five tenants including production and non-production tenants, then every year your company is entitled to get 10 refreshes as a part of the standard purchase.
