2332827 - Using dbbackup with -x cannot be done without MANAGE ANY DBSPACE privilege

• Would like all users to be able to perform a database backup (each user has the BACKUP DATABASE privilege).
• If dbbackup runs with the -x parameter you cannot delete the renamed copy of the transaction log.
• The MANAGE ANY DBSPACE privilege will be needed to delete the rename copy of the transaction log. 
• Giving this privilege to each user is not an option since it will give the user too much control over the whole database.
