2336909 - Windows Phone Afaria Client displays "Could Not Retrieve Settings" when launched

Symptom

After enrolling a Windows Phone, the Afaria client is pushed to the device. Launching the client results in "Could Not Retrieve Settings" error, and the enrollment server and package server connection status show "Failed Request."
