2338333 - The server requires binds to turn on integrity checking

Symptom

Symptom 1

During initial configuration of UME to LDAP the connection test fails with the following error:

connection test not successful [LDAP: error code 8 - 00002028: LdapErr: DSID-0C0901FB, comment: The server requires binds to turn on integrity checking if SSL\TLS are not already active on the connection

Symptom 2

After an OS upgrade the Java server fails to start with the following error:

Service [com.sap.security.core.ume.service] start================= ERROR=================
CSN Component [BC-JAS-SEC-UME], DC Name [sap.com/com.sap.security.core.ume.service]
com.sap.engine.frame.ServiceException: Start of UME service failed. Check help topic "Start of UME Service Failed".Technical details: No connection to the ldap server: [LDAP: error code 8 - 00002028: LdapErr:DSID-0C090202, comment:The server requires binds to turn on integrity checking if SSL\TLS are not already active on the connection
