2339558 - Interactive PDF can't be generated, error "PDF operation error while applying usage rights for PDF" occurs

Symptom

Interactive PDF can't be generated, even if ReaderRights credential file is installed as per SAP Note 736902 - Adobe Credentials 
ADS report FP_TEST_IA_01 returns error message:
"PDF operation error while applying usage rights for PDF. Document must be saved to PDF 1.6 in order to apply UR3 usage rights."

PDF generated from FP_TEST_00 has PDF/A format (based on PDF 1.3).
