If your input file contains the header "INCLUDE_IN_GOVT_REPORTING", then it is required for you to pass the Legal ID (i.e. Header as "LGL_ENTITY_2483_ID"), and the Connector Configuration should have the configuration "user.connector.defaultValue.includeInGovtReporting" set to 'Y'.
