In the Custom section of a 360 Review, custom fields are not editable and always in read-only mode in the Modify Stage.

Reproducing the Issue
-Launch a 360 Review for the Employee.
-The custom section and fields therein cannot be edited in the Modify stage even when the field permissions are configured and set as required.
-This section becomes editable once it reaches evaluation stage.
Cause
The Modify stage is used to modiy raters/participants and select/confirm compentencies - it is not the step to collect feedback.
A Custom section is a customized section to collect feedback from raters. The custom fields will only be editable when the review reaches the Evaluation stage
