2344115 - Cannot add comments when opening resume via resume viewer

Users who have  permissions to comments field in job requisition template cannot add comments when viewing resume via inline 

Recruiting Management

1. Proxy in as a user with recruiter permissions and navigate to recruiting - job requisitions
2. Select a candidate and view resume via inline
3. Select the "add comment" option to the right of the open resume 
4. Type comment and try to save
5. User does not have permissions error is shown

1. Write permissions were missing from the application template.  
2. Field permissions to write to the comments field have to also be added to the application template for the recruiting roles 

1. Added field permission for the recruiter to write to comments field in the application template
2. Navigated back to requisition and  successfully added  and saved  comment as the recruiter
