2344611 - Change in a held Purchase Order does not trigger PO change version or output

Symptom

Any change in a Purchase Order without successful output - that is, in status "Held" - does not create change version or output.

For example, an ordered Shopping Cart creates a PO without successful output (Saved/Incomplete/Incorrectly processed). If one deletes an item from the SC and saves it again, the deletion is replicated to the PO, but there is no PO change version nor output.
