2345353 - Unable to set user status from inactive to active via manage users due to error "NO_ADD_USERS_PERMISSIONS"

When admin user try to change the status of a user from inactive to active via Manage Users page, they receive the following error "NO_ADD_USERS_PERMISSIONS"

SAP SuccessFactors HXM Suite

1. Navigate to Admin Center > Manage users
2. Select an inactive user
3. Change status to active
4. Save  - the error appears "NO_ADD_USERS_PERMISSIONS" or "ADMINV2_NO_ADD_USERS_PERMISSION"

The user is not granted the permission to "Add New User"

1. Navigate to "Manage Permission Roles"
2. Select a role for the affected user
3. Select "Manage User"
4. Select the checkbox for "Add New User"
5. Save Changes
