2345376 - " A2EETSGEN 231 No resources currently available for RFC group" error during upgrade

Symptom

During an Upgrade , the phase (e.g. "RUN_RSGEN") fails with following error:

A4 ETSGEN 210 Number of objects processed prior to this run: "<yyyyy>"
A4 ETSGEN 207 Could not initialize RFC group "<nnn>"
A2EETSGEN 231 No resources currently available for RFC group"<nnn>"
