SAP Knowledge Base Article - PublicSymptom
Create a Pay Component and select Type as Number then field - "Unit of Measure" will appear but it has no picklist values .

Resolution
We will have to create "unit of measure" values under "Manage Data". Its not a picklist rather an MDF field.
Admin center---->Manage Data---->Create New---->Unit of measure.
