2347559 - Polling Channel Watchdog background job not running

Polling Channel Watchdog background job is configured as described in SAP Note 1808222 - Trigger alerts if channel stops polling. The background job is not listed in the Adapter Framework Scheduler Jobs and one of the following errors is observed in the default traces:

• Cannot get an instance of the server internal locking for enqueue locks. Watchdog is disabled.
  
  
• Channel polling watchdog inactive. Don't register the channel.
