On the V2 Homepage, the Auto Delegation link was available via My Info Links Tile:
On the new Homepage V3, the link no longer appears under My Info Links or any other tile

You will find the Auto Delegate option under the "Quick Links" tile instead of the "My Info" Tile.
If you are not using Quick Links tile, you can add it under Admin Center -> Manage Home Page.
