2348099 - Registration of tp <Program's name> from host ??? not allowed

The registration of a specific external program fails at the gateway due to, what seems to be, incorrect security settings (REGINFO). The error is similar to the one below:

LOCATION SAP-Gateway on host GW_SERVER_123 / sapgw00
ERROR registration of tp PROGRAM_XYZ from host ??? not allowed

 Some times an IP address is shown instead of the question marks ("... registration of tp ... from host <IP address> not allowed").

At the same time, you are sure that the REGINFO (relevant for the gateway sapgw00, which denied the registration) is permitting the attempted registration. As an example, the rule below is allowing the registration of TP "PROGRAM_XYZ " ONLY if this registration is coming from host "SERVER123":

P TP=PROGRAM_XYZ HOST=SERVER123

 It is important to note that a hostname or FQHN is used in the HOST argument.
