2348372 - Setup activity is not adjusted in APO after partial milestone confirmation

When a partial confirmation is posted as a milestone confirmation for a phase in ECC the preceding setup activities in ECC show 100% confirmed time and so (from capacity side) can be considered as 'finished'.
After transferring this change to APO using CIF, the same setup activities are only reduced according to the confirmed quantity and so still show the rest time as open
