2349257 - Bidders cannot be deleted from RFx when Response submitted

Symptom

You publish an RFx with one, two or more bidders, before the submission deadline is reached, at least one of them submits a response. If you decide to delete any of the bidders, you can observe that the deletion button is greyed out.
