Cannot select/view all database tables from data dictionary in Report Designer

Reproducing the Issue
Report Designer dropdown for tables doesn't include PA_QUAL_SUBJ and other tables.
Cause
This issue is caused by database grant issue.
Resolution
Open Support case and request an operations ticket to rebuild report schema.
