Symptom

Use startdb to start database server but the following message was seen in dev_sybctrl under home directory of <sid>adm user.

setuid failed, errno=1 (Operation not permitted)
s-bit is not set for sybctrl executable: use SecureStore to retrieve ASE administrator and password.
