2353792 - Error: "No repositories are associated with the user. Try another system or user, or contact your System Administrator" in Data Services

A job fails with the following message in SAP Data Services:

Error: No repositories are associated with the user. Try another system or user, or contact your System Administrator.

Note: When you click Help menu and the click About in the Designer, the JobServer and JobEngine are showing Not responding
