2354759 - Service not started in host <hostname/IP address>:<port> -- NIEMYHOST_VERIFY

Symptom

In Web Dispatcher / ICM trace you can see following entries:

[Thr 7616] *** ERROR = NiIBindSocket: SiBind failed for hdl 41/sock 33188 (SI_EADDR_NAVAIL/10049; I4; ST; <hostname/IP address>:<port>) [nixxi.cpp 3778]
[Thr 7616] *** ERROR = IcmBindService: NiBuf3Listen failed for host <hostname/IP address>:<port> (rc=-16): NIEMYHOST_VERIFY [icxxserv.c 3427]
[Thr 7616] *** WARNING =IcmAddService: Could not start service (rc=-1) HOST=<hostname / IP address>,PORT=<port>,PROT=<...>,TIMEOUT=<...>,PROCTIMEOUT=<...> [icxxserv.c 1063]

The service icm/server_port_X = PROT=HTTP,HOST=<hostname/IP address>,PORT=<port> is not started, so you cannot access the Web Dispatcher / ICM on that port.
