2354885 - Goal Management - Cascade Button displaying for users with no Cascade Permission

Cascade button is showing for a role / user with no Cascade Permission.

Example:  Employees have no permission to use the cascade feature in a goal plan as configured in the XML and have no direct reports but the Cascade button is still visible to them.

SAP SuccessFactors Goal Management

1. Log in as a user with no permission to cascade goal or no direct reports at all.
2. Access the Goals /Objectives tab.
3. "Cascade" button is displaying on top of the page.

If the permission is provided for any role to cascade the Goals in the Goal Plan, the cascade button will appear for all users but the other users can't cascade it.

Example: If you grant permission to the EX (Matrix Manager), this button will appear for all users. Employees without matrix reports will not be able to select any users, but they will still see the Cascade button.
