2356008 - The hierarchy created in information design tool cannot be drilled down with BI launch pad

Symptom

The hierarchy created in information design tool cannot be drilled down when being viewed within BI launch pad.
But in Webi Rich client, the hierarchy can be normally drilled down in terms of same webi report.
The hierarchies were defined on universe level.
