2360008 - 3004-703 Check "/etc/security/login.cfg" during installation on AIX

Symptom

The installation of a SAP system on AIX fails in step "Install common system files" with error:

"Modifying the USER sapadm failed. SOLUTION: Modify the account manually and choose OK to continue."

Analysing the logs as explained in note 2142461 - How to start analysing issues in SWPM shows an error:

"Unable to create account user="sapadm". 3004-703 Check "/etc/security/login.cfg" file. (return code 22)"

The user can be different, it does not have to be sapadm.
