If we create a new dependent via UI, the system automatically creates the ID. What sequence does it follow? Where could the sequence for Person ID for the "Dependent" be changed or augmented to prevent the EE Person ID and the Dependent ID from overlapping?

Resolution
System is generating a new person_id_external with some combination of person id of the employee and a random number.
Add dependent via the UI.
You can check the result via Canvas Report or Data Inspector Tool.
Related Person ID is also generated automatically by the system.
