2361085 - 403 forbidden error occurred when checking SLD access during CTC wizard

The following error occurrs while running the PI Initial Setup Wizard on a system using a central SLD:

Error: PostCondition Constraint with Description: Check local/remote SLD access with PI Adapter Framework
User was violated, caused by: SLD not accessible with the PI Adapter Framework user. Check whether your SLD is
reachable from the Integration Server and make sure that the user exists in the SLD, is not locked and
has role SAP_SLD_CONFIGURATOR assigned.

When checking the defaultTrace of PI and SLD, the following error can be found:

CIM_ERR_FAILED:HTTP response code:403 forbidden.

The error does not only happen to PIAFUSER, other PI service users (PIDIRUSER, PIREPUSER and etc) may also be affected.
