2363139 - FlexNet Licensing error:-15,10. System Error: 10061 "WinSock: Connection refused"

When installing PD 16.6 and trying to connect to a SySAM license server, it failed with the error below.

Failed to obtain 1 license(s) for PD_SHELL feature from license file(s) or server(s).
Cannot connect to license server system.
The license server manager (lmgrd) has not been started yet,
the wrong port@host or license file is being used, or the port or hostname in the license file has been changed.

Firewall is disabled and telnet to port 27000 was successful across the network.
Edited the license files to use port 27000 and 27010 as described in the install guide, but the result was the same.
There was no problem in the served license.
