You have setup a workflow rule to send outbound SMS messages based on certain conditions, however even if the conditions are met, the SMS is not sent.
Environment
SAP Cloud for Customer.
Cause
On the template used on the workflow rule, special character '&' is present.
Resolution
Remove the special character from the XML Template.
One good way to check if the XML is valid is to copy and paste it on an XML Validator, such as: http://www.xmlvalidation.com/.
