2364951 - CUP related jobs fail after upgrade

The Jobs CUPCollector and/or CUPOutdatedStatisticsCleaner fails.

In the defaultTrace (/usr/sap/<SID>/<instance>/j2ee/cluster/log), the following exception is present:

Error occurred while submitting a job generated for task 'samplesamplesamplesamplesamplesa' to the Job Execution Runtime.
Probably this expiration of the task won't be executed
com.sap.scheduler.runtime.JobExecutorException: Uanble to start Job. JMS message could not be sent.
