2365754 - Goal Plan of Specific User is not Editable (Missing Add, Cascade, Display, etc. Buttons in Goal Plan) - Goal Management

One or more employees are unable to edit any goal plan. They can access the Goal Plan but cannot copy over goals from last year or add new ones and other buttons available to other employees are missing for this employee.

Sample scenario is: employees were permissioned to add goals to their goals plans and manager can look up for their name on the Goal Plan screen and should be able to add goals from this screen as well.  However this particular employee does not have the permissioned buttons, all are missing.
