2367329 - repserver -upgr fails with error #1030 Open Server Error 16029 Failed to start any network listeners

Symptom

"repserver -upgr" successfully upgrades the RSSD, then fails with the following message in the repserver.log:
 
F. YYYY/MM/DD hh:mm:ss. FATAL ERROR #1030 GLOBAL RS(GLOBAL RS) - eneric/err/errhand.c(1246)
 Open Server error: Error: 16029, State: 0, Severity 20 -- 'Failed to start any network listeners'.
