Symptom
Customer has migrate their EM server to a different IP address. The EM server name is unchanged.
When running the basic configuration, customer get the following warning message:
"Warning occured while updating the EM technical system in LMDB"
EM Instance <IP address>:<port> -> Cannot create Wily Technical System with name " ...
... caused by Instance already exists:

Solution Manager 7.1 SP 13
Resolution
For each EM installation maintained in Solution Manager, there is a "EM installation description" table.
The root cause of this issue is that there is a record in the "EM installation description" table that cannot be updated, because the hostname, port and Introscope version does not changed but only IP was.
Customer need to delete the old installation description before they can proceed, therefore they need to access the full control mode in EMAdmin:
/webdynpro/dispatcher/sap.com/tc~webadministrator~wilyadmin/EMAdmin?mode=Sap-Support
