2369604 - Manage Notification - Document Routing Notification sent even when the form was deleted and/or user is inactive.

A user received an old notification, the form is not available in the system anymore and the person that made the comment is already inactive.

If you set the "Force Start Date" when creating a PM form, the "Document Routing Notification" will not be sent until the "force start date" is reached.

For example: If you launch the form "2016 Performance Form for Edward Employee" on 2-Nov-15 and you set the "Force Start Date" feature to 15-Aug-16.
It means the "Document Routing Notification" will be triggered on 15-Aug-16, whether the form was deleted in 2015.
