Symptom
The jstart binary is using a network port from the IP (Internet Protocol) which is conflicting/may conflict with any other application that is running on the same host and is preconfigured to use the same port.
Observation: The same behavior can happen with the jcontrol binary. It may be confirmed by the status of the parameter -DCONNECT_PORT in dev_jcontrol log. It will show the port that is being in use.
