2370773 - DBA cockpit connection of HANA ends with the error: Database connection ADBC error 'internal error 16 has occurred'

During the Managed System Configuration, in the step ‘Enter System Parameter’, the following message appears when the DBA Cockpit connection is configured
The connection <SID> is not set up correctly.
Database connection ADBC error 'internal error 16 has occurred'

On HANA the following error can be found in the developer trace file dev_w* (ST11)
Loading DB library '\usr\sap\<SID>\<Instance>\exe\dbhdbslib.dll' ...
ERROR => DlLoadLib()==DLENOACCESS - LoadLibrary(":\usr\sap\<SID>\<Instance>\exe\dbhdbslib.dll")
Error 126 = "The specified module could not be found."
